PROBLEM TO BE SOLVED: To select a data rate on the basis of the frame. SOLUTION: A data rate controller selects a data rate used by a transmitter. First, bit energy is calculated by using a traffic channel signal power and a current data rate (step 400), the bit energy is predicted by using a transmission bit energy from a frame closest to a current frame (step 402), an estimate value of a mean bit energy of a succeeding frame is calculated by using the predicted bit energy (step 404), the statistical distribution of the estimated mean bit energy is calculated (step 406), a threshold set is calculated (step 408), and comparing the estimated mean bit energy with the threshold set decides the number of data bits sent by the succeeding frame. |
