PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor for positive electrification comprising a conductive elastic base body and having high electrification potential, low residual potential during decay of light, and excellent photosensitivity, and to provide a method for manufacturing the photoreceptor and an image forming device. SOLUTION: In the electrophotographic photoreceptor for positive electrification manufactured by successively laminating a conductive thermoplastic resin layer on a conductive elastic base body and then an organic photosensitive layer on the conductive thermoplastic resin layer, the conductive elastic base body has solvent resistance against the solution for the formation of the conductive thermoplastic resin layer and the conductive thermoplastic resin layer has solvent resistance against the solution for the formation of the organic photosensitive layer.
