PROBLEM TO BE SOLVED: To provide an elastic pavement material with improved slide resistance, which is effective for freeze prevention and noise prevention, has slip preventing performance at a rainfall, and can sufficiently exert safety throughout the year. SOLUTION: A chip material 11 made by crushing an elastic material and a binder 12 is mixed to form a lower layer 10, and a chip material 21 made by crushing an elastic material, a binder 22, and a dispersion grain material 23 are mixed to form an upper layer 20. A plurality of block materials 30 are buried on the upper layer side to be partially exposed on the surface.
