PROBLEM TO BE SOLVED: To provide vibration-damping sound insulating materials capable of delivering excellent vibration-damping sound insulating performance, having favorable handleability and constructibility owing to lightness in weight, and a floor structure having the above performance and using the above materials. SOLUTION: The vibration-damping sound insulating materials are the one having specific gravities of 1.5 to 2.4d individual-material sonic velocities of 50 to 200 m/s, the one mainly composed of a butyl rubber, and the one wherein 80-400 pts.wt. inorganic filler is added for kneading to 100 pts.wt. rubber or synthetic resin. In the floor structure, the rear surface of a floor surface material and any one of the above materials are bonded together for lamination through the medium of an elastic adhesive, and Young's modulus of the cured elastic adhesive is 0.5 to 10 MPa.
