PROBLEM TO BE SOLVED: To provide a thermal storage type floor heating panel capable of storing a heat of a necessary sufficient amount without waste at each thermal storage type floor heating panel by individually controlling a heating time of a heating element in response to a laying place of the each panel and to reduce a heating energy. SOLUTION: The each thermal storage type floor heating panel 10 comprises a floor panel 20 for forming a floor surface or a floor finishing substrate surface, a latent heat storage material 50 superposed on a lower side of the panel 20, an electric heating element 40 for heating the material 50, a casing 30 for enclosing the material 50 and the element 40 in a heat insulation manner, and a control means for sensing a temperature of the material 50 to automatically control a current supply to the element 40 according to its sensed temperature.
