PROBLEM TO BE SOLVED: To provide a method for treating waste water by which difficult-to- decompose organic matter is highly decomposed and capable of coping with even concentrated organic matter and a device for treating waste water capable of being stably operated and with the maintenance cost reduced and the equipment made small-sized. SOLUTION: The waste water to be treated is circulated in a treating tank, a pulse power is applied between the anode and cathode arranged without a diaphragm or a filter medium interposed to activate a catalyst arranged between the anode and cathode, the oxygen in the waste water in the treating tank is reduced to generate active oxygen such as hydrogen peroxide and a hydroxyl radical, and the waste water is oxidized and decomposed by the active oxygen.
