PROBLEM TO BE SOLVED: To provide a substance cleaning method capable of simply and inexpensively performing the cleaning treatment of a dioxin-containing substance to be treated and a substance cleaning apparatus used therein. SOLUTION: Plasma generating voltage is applied across plasma generating electrodes 1, 1 to generate plasma P and a gaseous substance G to be treated containing dioxins is introduced into the plasma P. By this method, dioxins are mainly converted to organic matters other than dioxins to reduce the content of dioxins in the substance G to be treated.
