SOLUTION: A difference 11 in steps is arranged to a punch 10 for bending, in the same stage, the side, where a punching shape is unevenly distributed, is bent by the punch 12 of a high side in the difference in steps, the side, where a punching shape is evenly distributed, is bent by the punch 14 of a low side in the difference in steps, a drawing-in quantity into the punches of bending sections is made substantially same, a bending length is made same.
