PROBLEM TO BE SOLVED: To enhance a maintenance property in a pin setting device with a built-in pin setting mechanism part. SOLUTION: The pin setting device 10 is provided with a box-like frame 13 of which an upper surface is opened; and a pin setting mechanism part 20 which is installed in the box-like frame 13, supports pins inserted from above and can arrange the pins on a floor surface at a predetermined arrangement by carrying out a descending operation. A box-like outer sheath body 40 which has a predetermined number of pin insertion holes 41a capable of inserting the pins to the pin setting mechanism part 20 on an upper surface and of which at least lower surface is opened is installed so as to cover the box-like frame 13 from above.
