PROBLEM TO BE SOLVED: To provide a catalyst for cleaning exhaust gas capable of efficiently adsorbing/reducing the NOx in exhaust gas and also capable of easily removing sulfur poisoning. SOLUTION: The catalyst is composed of at least one kind of a noble metal selected from a group consisting of platinum, palladium and rhodium and a base material having a surface hydroxide group, and the catalyst reduces the nitrogen oxides in the exhaust gas to nitrogen when the exhaust gas from an internal combustion engine or a combustion engine is within a stoichiometric area or rich area.
