PURPOSE: An apparatus for transmitting and informing a real-time internet security monitoring video is provided to transmit a monitoring video of a corresponding place to a user computer at real time when an abnormal state of the corresponding place is generated, store the monitoring video in a video server, and inform abnormal state generation information to a user through a mobile communication network. CONSTITUTION: A security monitoring computer(20) stores videos photographed from a plurality of cameras(10-10+n) during a uniform time according to abnormal state generation information transmitted from a security monitoring system control unit(30) through an RS-232 communication port, and transmits the videos to a video server(90) through the Internet(80) and stores the videos of a corresponding place in which an abnormal state is generated in the video server(90) for quickly grasping situation according to the abnormal state generation. A user operating unit(50) operates an emergency situation mode to be connected to a police station when a patient happens or an intruder occurs, an operation mode or release mode for operating and releasing devices, and a supervising mode for supervising a corresponding place in a present state of a user. A warning sound generating unit(60) generates a warning sound when an emergency situation mode selection signal is provided from the user operating unit(50). A plurality of sensing units(70-70+n) sense the abnormal state generation and provide abnormal state generation sensing signals to the security monitoring system control unit(30). The security monitoring system control unit(30) stores the videos of a corresponding place photographed by a plurality of cameras(10-10+n) during a uniform time when the abnormal state generation sensing signals are provided from a plurality of sensing units(70-70+n) and transmits the videos to the video server(90).
