DECODER FOR COMPRESSED DIGITAL VIDEO SIGNAL

PROBLEM TO BE SOLVED: To efficiently encode and decode an interlace image. SOLUTION: An encoding process checks a correlation with respect to two fields of small blocks of received image data. Blocks with a small correlation are encoded by using a frame coding method by which all lines in the blocks are sequentially scanned and by using an inter-frame motion compensation method designed efficiently and intra-frame sub-sampling method for color data. Blocks with a large correlation are encoded by a field coding process where the investigation of the correlation in field and of the correlation between adjacent fields is enhanced. Moreover, in a decoding process, how inverse processing of inter-field motion compensation processing and inverse processing of inter-frame motion compensation processing for a decoded video signal are to be conducted is decided by using side information attached to each block.
