PROBLEM TO BE SOLVED: To provide an electrifying device which is capable of electrifying a photoreceptor which is an image carrier at a high speed while eliminating the problem of leakage in the pinholes of the photoreceptor. SOLUTION: The electrifying device 2 comprises a primary electrifying roller 23 which is a conductive rubber roller and is impressed with voltage from a power source 22 and a secondary electrifying roller 21 which comes into pressurization contact therewith. The secondary electrifying roller 21 is a metallic roller having a charge implantation layer on its front surface, is grounded to the ground and comes into contact with the OPC photoreceptor 1 as well. A fluororesin containing epichlorohydrin or silicone resin is incorporated into the charge implantation layer.
