PROBLEM TO BE SOLVED: To provide a ferritic stain less steel sheet without reduction in manufacturability, excellent in formability, and having stable ridging characteristics, and its manufacturing method. SOLUTION: The steel sheet has a composition containing, by mass, 0.0005-0.03% C, 0.01-1% Si, 0.01-1% Mn, <0.04% P, 0.0001-0.01% S, 10-25% Cr, 0.01-0.8% Ti, 0.005-0.1% Al, 0.0005-0.03% N and 0.0005-0.01% Mg. Moreover, inclusions having a form where Mg inclusions of 0.05-5μm maximum diameter are coated with TiN, are present in >=3 pieces/mm2 density in the steel. Further, the size of the largest aggrogate among 100}, 110} and 111} aggrogates is made to <=2,000μm in a rolling direction, <=500μm in a width direction, and <=300μm in a thickness direction, respectively.
