PROBLEM TO BE SOLVED: To provide a multimedia communication system provided with an exchange control function capable of operating always effectively a computer having a speaking function and to provide the exchange control method. SOLUTION: A gate keeper(GK) 30 decides the busy state of the computer (PC) 10 of an extension 1 based on the maximum number of speeches and the real number of speeches, thereby the busy state can be decided without processing the call-incoming to extension by means of a network resource that makes the extension cut off due to the busy state.
