PROBLEM TO BE SOLVED: To prevent the generation of parts having uneven temperature in the case a plurality of the floor heating panels are laid down without the increase of cost. SOLUTION: A flat face PTC heater 3 comprising a sheet resistor 1 having the positive thermal coefficient of resistance and of which both ends are provided with electrodes 2 is formed. A heat-equalizing sheet 4 is laminated on the upper surface side of the flat face PTC heater 3 and a protecting sheet 12' is laminated on the lower surface side of the flat face PTC heater 3. At the both edge parts of the plane PTC heater 3, the heat-equalizing sheet 4 and the protecting sheet 12' are sealed together. An extending part 5 having the length of reaching the side edge of the base plate 7 constituting the main body of the floor heating panel is formed by extending the heat-equalizing sheet 4 to the outside of the sealed part 20.
