PROBLEM TO BE SOLVED: To automatically monitor the temporal change of signal strength affecting CDMA type speech communication quality which is manually performed in the conventional practice with a 24-hour monitoring system. SOLUTION: This device is provided with a measured data acquiring means 110 for reading the measured data of a portable telephone set 11 and storing the measured data in an internal memory, a speech communication state switching mean 120 for switching the telephone set 11 between a standby state and a speech communication state, a measured data accumulating means 130 for accumulating the measured data stored in the internal memory by hours, and a measured data transmitting means 140 for transmitting the accumulated measured data to a center unit 5 through the telephone set 11.
