PROBLEM TO BE SOLVED: To provide a manufacturing method enabling manufacturing of an oxide superconducting material having an electrical insulating film, without increasing the number of processes. SOLUTION: A material A is composed by coating a metal 2 on at least one oxide superconductor or a precursor 2 thereof, where a film 3 composed of an organic substance having adhesion or self-adhesion properties is formed on the surface. Then the material is subjected to plasticity processing via a powder 4 of metallic oxide. Thereafter, heat treatment for making the material superconducting is applied to the material b, where the film 3 composed of the organic material and the powder 4 composed of the metallic oxide are adhered.
