PROBLEM TO BE SOLVED: To make conduit tubes almost undetectable from the surface of a carpet in case a floor heating mat is used as the underlay of the carpet by increasing the adhesion strength between a backing sheet and a covering material. SOLUTION: A base sheet A made of foamed thermoplastic resin in which is laid with conduit tubes 1 circulating heating medium, an aluminum foil B and a nonwoven fabric C are laminated with the intervention of a thermoplastic resin film D between them in the sequence of A/D/B/D/C, wherein the base sheet A, the aluminum foil B and the nonwoven fabric C are laminated as a unit by bonding with the thermoplastic resin film D.
