A construction element such as a wall or roof panel for a building, the construction element being formed from a composite material comprising silic a cenospheres and a resin, the resin binding the cenospheres into a solid mass and retains them in a desired shape defining the construction element. A second composite material can be overlaid and bonded to at least a part of t he surface of the construction element. The second composite material has a number of layers bonded together. Colouring agents and fire retardant materials can be included within the second composite material.
