PURPOSE: To provide a system and a method for utilizing a secondary battery for storing power which are effective for spreading and extending use of the secondary battery for storing power and can achieve the effect of leveling the loads. CONSTITUTION: The inventive system comprises an instrument 14 for measuring the charging power of a secondary battery 10 for storing power being fed from a power generating facility 17 through AD converters 11, 12 and the discharging power being fed from the secondary battery for storing power to a load through the AD converters, and a processor 21 for determining the differential power cost based on a charging power value and a discharging power value measured by the power metering instrument 14 and the unit prices thereof and then calculating the use price of the secondary battery for storing power based on the power cost. The processor 21 may be installed on any side of manufacturer/ lender or power consumer.
