PROBLEM TO BE SOLVED: To provide a high performance emulsion type ionic conduction agent capable of giving a high conductive performance of not higher than 109Ωto the surface of an insulating material. SOLUTION: This high performance emulsion type ionic conduction agent is prepared by dispersing an alkali metal salt and/or an alkaline earth metal salt together with an oligomer of low degree of polymerization having a good charge capture property in an emulsion capable of forming a film by drying and curing. Therefore, different from a conventional electron conduction agent based on a polymer, in this type conduction agent, the oligomer cooperates with the alkali metal salt and/or the alkaline earth metal salt which are contained as electrolytes and can give a uniform conduction performance throughout the surface of conduction-treated insulating materials such as a film, a fablic, etc.
