PURPOSE: A vehicle fuel ratio estimating device and a method thereof, and a recording medium with a vehicle fuel ratio estimating program are provided to precisely estimate a fuel ratio and a fuel consumption amount when the vehicle runs a slope through a relative small number of operation, on the basis of the characteristics of an engine and a transmission of a vehicle. CONSTITUTION: A method for estimating a vehicle fuel ratio includes the steps of reading data on the characteristics of a vehicle, reading data on the driving course including the inclination of a road, and computing a fuel consumption on the basis of the data, wherein the computation is carried out through the steps of assuming a transmission stage(S18), determining whether a brake is in operation or coasting, determining whether an engine is overrun(S32), determining whether a torque converter of the vehicle is locked up(S38), determining whether the assumed transmission stage agrees with a state of the vehicle obtained in the previous step(S30), and accumulating a fuel consumption amount obtained by multiplying a fuel ratio of the vehicle by a time step(S44).
