PROBLEM TO BE SOLVED: To provide a cosmetic having improved moisture retention. SOLUTION: The cosmetic contains a polar water and a humectant. The polar water is produced by the magnetizing treatment and non-contact electromagnetic treatment of refined or pure water. The 1H-NMR peak of the polar water added with 10% heavy water and measured at an observation frequency of 400 MHz and a resolution of±0.01 Hz at 22 deg.C is shifted by >=0.5 Hz toward the side of high magnetic field compared with the 1H-NMR peak of water obtained by the magnetizing treatment of pure water under the same condition. The humectant is preferably hyaluronic acid or trehalose.
