PROBLEM TO BE SOLVED: To obtain an antibacterial agent and antiseptic agent containing a solvent extraction liquid of Tomuro-ishi (a kind of hornblend-andesite) and provide a cosmetic having excellent safety by using the antibacterial agent, or the like. SOLUTION: The antibacterial agent, the antiseptic agent and the cosmetic contain a solvent extract of Tomuro-ishi or a liquid produced by diluting the solvent extract to <=1,000 times. The amount of the solvent to be used in the extraction of Tomuro-ishi is 5-50 pts.vol., preferably 10-20 pts.vol. based on 1 pt.vol. of Tomuro-ishi.
