PROBLEM TO BE SOLVED: To provide a small size device for preparing carbonated water of high concentration at a low cost in which the stabilized circulation can be carried out even in the case of the carbonated water of high concentration (particularly the high concentration obtaining the physical effect), a sophisticated control is not necessary and the constitution of the device can be extremely simplified and also provide a process thereof. SOLUTION: The carbonated water preparing device is provided with a carbon dioxide gas dissolving instrument 3 and a circulating pump 1, and hot water in a bathtub 11 is circulated through the carbon dioxide gas dissolving instrument 3 by the circulating pump 1, and carbon dioxide gas is introduced into the carbon dioxide gas dissolving instrument 3 to dissolve the carbon dioxide gas into the hot water, and the circulating pump 1 is characterized by adopting a volume quantitative pump provided with self-suction performance, and also the carbonated water preparing process thereof is provided.
