PROBLEM TO BE SOLVED: To solve a problem where to bring umbrellas in a room, a shop, an electric railcar, and a vehicle, etc., umbrellas are placed in a vinyl bag or inserted in an umbrella stand, but a large number of the umbrellas are brought in as they are to soil a floor. SOLUTION: An umbrella is inserted between two water absorbing boards (2, 19, 27, and 28) having water suction ports (7), a water suction groove (4), and water collecting grooves (14 and 43), which are capable of effecting a dehydrating work for a moisture content contained in the umbrella right before a customer closes an opened umbrella and enters a room, a shop, an electric rail car, and a vehicle, etc. By pushing starting handles (1 and 34) by a handle, a starting switch is turned ON and simultaneously with nipping of the umbrella, the vacuum valve of a three-way solenoid valve is opened and dehydrated rain water by a vacuum pump and the suction force of the vacuum pump is stored in a primary water storage tank (22) to complete dehydration. Secondary, the vacuum valve of the three-way solenoid valve is closed, a normal pressure valve is opened, the internal part of the device is brought into a normal pressure, the water suction boards are unfolded, and the dehydrated umbrella can be taken out. Storage water enters a secondary water storage tank with a check valve opened, and is drained.
