PROBLEM TO BE SOLVED: To provide a steam turbine controller capable of preventing the nuclear reactor pressure from rising suddenly and reducing the nuclear reactor pressure. SOLUTION: This steam turbine controller for nuclear power plant is formed so that, when a turbine bypass valve inoperativeness detection signal detecting the full closing of a turbine bypass valve 7 by a turbine bypass valve full close detector 39 is continued for a specified time when a turbine trip is detected by a turbine trip detector 40, a command signal for fully opening the valve 7 by a turbine bypass valve rapid operating solenoid valve 37 is output to switch a turbine bypass valve control performed by a controller 13 for adjustment control from an adjustment control by pressure control signal to a control for opening the valve 7 by the on/off control of a controller 14 for on/off control.
