PROBLEM TO BE SOLVED: To provide an adhesive agent which can be used to fix the shape of a wound element, without drying step in the manufacture of an electrolytic capacitor using an electrolyte solution, as well as an electrolytic capacitor which is manufactured by using the adhesive agent and has a sufficiently high reliability to operate stably over a long time. SOLUTION: This adhesive agent is made of constitutive polymer, which contains at least one kind of water-soluble polymer among a polyacrylamide, its derivative, a polyacrylic acid, and its derivative. A hydrophobic polymer is preferably used for an adhesive manifestation polymer, and a hydrophilic polymer may be used in addition with it. The ratio of total mass of the water- soluble polymer and hydrophilic polymer (if used) to a mass of the hydrophobic polymer is within a range of 1:1 to 1:4. The hydrophobic polymer preferably uses a polyvinyl acetate, and the hydrophilic polymer preferably uses a polyvinyl alcohol.
