PROBLEM TO BE SOLVED: To provide a method for manufacturing an optical recording medium having low noise and a high signal level (carrier level). SOLUTION: The optical recording medium has at least an inorganic thin film on a substrate and is used for recording and reproduction by allowing light to enter the inorganic thin film from the direction opposite to the substrate. The inorganic thin film is formed by sputtering while an AC bias voltage is applied on the substrate.
