PROBLEM TO BE SOLVED: To improve access velocity by suppressing unnecessary traffic in communication between end users under contracts with different ISPs and communication between users in a local area. SOLUTION: When grouping user terminals within the same local area and performing IP communication mutually between the user terminals within the same local area, the transmission side of a packet gives a tag header, having target address information written or a tag header having an identifier for group communication to the packet and sends it to a network. The presence/ absence of the tag of the header part of the packet transmitted from the user terminal is detected and when it is tagged, the written address information or identifier is read to retrieve a MAC address corresponding to the read information from a table to convert a destination MAC address in a series of packet headers to the retrieved MAC address. Then, the packet is outputted to a port designated by the acquired destination MAC address.
