PROBLEM TO BE SOLVED: To improve possibility in recovery from a communication error in ECM communication. SOLUTION: When a full frame error is detected for prescribed times during transmission (Y in 101), the modulation system of a modem is changed into system different from the current one (102-107 and 114-121) and when a frame error, which is not the full frame error, is detected for prescribed times (N in 101), while keeping the current modulation system of the modem, a communication velocity is decelerated (108-121).
