PROBLEM TO BE SOLVED: To measure flow rate at low cost without using an impeller. SOLUTION: A hydraulic pressure generation part 3 placed in a flow path 2 and a permeated water holding room 5 separated from the flow path 2 with a pressure permeable membrane 4 upstream the hydraulic pressure generation part 3 are formed to measure the flow rate by the water quantity of the permeated water holding room 5. In the flow rate meter 1, flowing water pressure is varied in proportion to the increase and decrease of the flow rate. The pressure permeable membrane 4 placed in the flow path 2 does not transmit water if the water pressure is not varying and allows transmission of water amount proportional to the water pressure if the flowing water pressure increases. Thus, a part of flowing water penetrates the pressure permeable membrane 4 in the case of increasing the flowing water pressure and intrudes in the permeated water holding room 5 and so the accumulated flow rate can be measured by detecting the water surface in the transmission water holding room 5.
