PROBLEM TO BE SOLVED: To provide an electron charge pump apparatus that can obtain completely symmetrical charging potential in each cycle. SOLUTION: This charge pump apparatus includes a plurality of cascade- allocated stages (1 to N) for transferring the potential charges from one stage to the next stage, in response to clock signals (PHI, PA, PHINOT, PB) and each stage includes switching circuits (100, 200) and storage capacitors (Ca, Cb) which are allocated between an input (Ai) and an output (Ai+1). At each stage (1 to N), a start-up means (300) is provided between two activation cycles of the charge pump apparatus, in order to maintain a second transistor (120) in the nonconductive state.
