PROBLEM TO BE SOLVED: To shorten reading time of the emboss characters of a card. SOLUTION: In a card emboss picture fetching method for fetching the image picture of a medium to be read such as a card on which recessed emboss characters are marked, a slice level is set so that black base/black emboss picture data and intermediate color picture data can be detected, and the picture data are fetched (steps 1-10), and the ratio of a white color and a black color is calculated in the prescribed discrimination range of the fetched picture data so that whether or not the card is a white base card can be discriminated (a step 11), and when it is discriminated that the card is a white base card, the slice level is switched so that white base/white emboss picture data can be detected (a step 12), and the picture of the medium to be read is refetched (a step 13).
