PURPOSE: Provided are a combined purification apparatus and a method being advantageous in simplified process, short process time, use of compact size apparatus and excellent response to fluctuation of concentration and flow rate of non-treated water. CONSTITUTION: The method comprises the steps of introducing sewage and/or wastewater to a flow equalization basin wherein the sewage is firstly screened while being introduced into the flow equalization basin; detecting water level of the wastewater in the flow equalization basin; starting an aerator if the water level is not bottom state; determining whether the water level of the flow equalization basin is a high level or not; if the water level of the flow equalization basin is the high level, starting an inspiration filtration pump for draining filtrate filtrated by the membrane unit in the membrane filtration basin wherein the wastewater overflows the flow equalization basin to the membrane filtration basin when the water level is the high level; and if the water level of the flow equalization basin is not the high level, performing the first step. The apparatus comprises a pair of flow equalization basins(10,12), a first screen(20) provided at an upper portion of the flow equalization basin(10), an anaerobic zone(14) with mixing blades(38) therein, a membrane filtration basin(16) installed between the flow equalization basins(10,12) and the anaerobic zone(14) and provided with a membrane unit(42) therein, a submerged pump(86) at a lower portion and a second screen(3) at an upper portion thereof, an effluent tank(46), an inspiration filtration pump(48) connected to a water intake pipe(44) between the membrane filtration basin(16) and the membrane unit(42), and an aerator for supplying air to the flow equalization basins(10,12) and the membrane filtration basin(16).
