PROBLEM TO BE SOLVED: To provide an apparatus capable of generating oxygen and hydrogen respectively with high efficiency by continuous water decomposition reaction using light energy for production of hydrogen, clean energy, and oxygen necessitated for organism, by utilizing photo energy such as ultraviolet rays and sunbeams from the view point of preserving the global environment. SOLUTION: The structure of the apparatus comprises a positive electrode where a platinum thin film is formed on the surface of a metal substrate having penetrated pores and where a photosemiconductor thin film is formed, a negative electrode having a platinum layer, and a proton permeable membrane is inserted between the positive electrode and the negative electrode which are adhered to each other. Water is decomposed to generate oxygen on the positive electrode and hydrogen on the negative electrode separately by radiating ultraviolet rays or sunbeams to the photosemiconductor thin film, while voltage being applied to the positive electrode and the negative electrode via an outside circuit.
