PROBLEM TO BE SOLVED: To further improve safety and reliability and also to suppress deterioration of comfortableness in regard to conventional failsafe. SOLUTION: This controller is provided with position detectors 11 provided in each rolling stock of a train formation, air supply valves 15 and exhaust valves 16 operating air springs 3 provided in each rolling stock of the formation on the basis of signals inputted by a position detecting device 12 and a speed detector 13 mounted on one of the rolling stocks of the formation and a signal outputted from a controller 14, emergency block valves 19 interposed in air pipings 18 between both of these valves and the air springs 3, and the controller 14 outputting a signal to transfer valves 22 interposed in air pipings 21 reaching between the air supply valves 15 and the exhaust valves 16 from automatic level controlling valves 20 and main air reservoirs 21. When a body inclination anomaly is detected on the basis of the signals, the controller 14 closes the emergency block valves 19 and opens the transfer valves 22. By this, improvement of reliability of the controller, securement of traveling safety, and suppression of comfortableness deterioration during a failure is achieved in regard to conventional fail-safing.
