PROBLEM TO BE SOLVED: To provide technique to promote the participation of viewers in digital television broadcasting by avoiding making a user pay a communication line utilization fee required for receiving an interactive service utilizing the characteristic of digital television. SOLUTION: In the case of displaying received digital broadcasting on a display screen, a viewer is enabled to input information by referring to a display picture and in the transmission of input information, a transmission history such as a transmission data, the address, etc., of a transmission destination server are also sent together. The information is sent to plural servers by once transmission and the transmission history is recorded in the plural servers (608). In the case of charging the line fee to a communication line user (610), a communication company collates the transmission history recorded in the plural servers of its own company (611). Thus, a coincident communication line fee when the viewer transmits information from a digital television set is charged to a company possessing the transmission destination server (612) and a telephone charge except for the portion is charged to the viewer.
