PROBLEM TO BE SOLVED: To provide an image processing apparatus and its method, and a computer-readable memory that can suitably apply coding/decoding to an ROI and other areas. SOLUTION: An area designation section 4 decides a high image quality coding area that is coded with higher image quality than that of a surrounding area in image data. A discrete wavelet conversion section 2 applies orthogonal transform to image data to generate conversion data. An entropy coding section 5 applies coding to each bit plane configuring the converted data. An interleave setting unit 6 designates an output sequence of the obtained coded data of each bit plane. An interleave unit 7 shifts bits of the conversion data in the high image quality coding area to higher-orders, fills '0s' to the low-order bits and fills '0s' to the high-order bits of the conversion data other than the high image quality coding area. Then a coding output section 8 outputs bit plane coded data on the basis of the designated output sequence.
