<p>PROBLEM TO BE SOLVED: To improve precision in searching of a motior vector and to reduce the search processing amount of the motion vector. SOLUTION: A motion vector detecting device is provided with an effective area detecting part 12 for detecting an area to be the detection target of the motion vector and a motion vector detecting part 11. The part 12 comprises a difference arithmetic part 21 for calculating a difference value between an encoding object frame and a prediction reference frame at each corresponding pixel and outputting a difference signal S21, a comparing part 22 for comparing the difference value with a prescribed judgement threshold held by the part 21 at each pixel and outputting a deciding signal S22 for indicating effectiveness or ineffectiveness, an effectiveness/ineffectiveness deciding part 23 for judging effectiveness/ineffectiveness at each block based on the deciding signal S22 and outputting an identifying signal S23 and a cluster generating part 25 for generating a cluster based on the identifying signal S23.</p> |
