PROBLEM TO BE SOLVED: To provide an image synthesizer or the like for synthesizing plural moving images and still images at a high speed. SOLUTION: In this image synthesizer 100 for synthesizing the moving image and the plural still images and generating synthetic images, an EPG generation part 103 acquires synthesis information including an image synthesis order for obtaining the synthesis ratio of the respective images before synthesis to the synthetic image and the plural still images and stores them in an image holding part 104. A first synthesis part 108 generates one synthetic still image by synthesizing the plural still images on the basis of the synthesis information and stores it in an OSD plane 107, and a second synthesis part obtains the synthesis ratio of the moving image to the synthetic image on the basis of the synthesis information. A video reproducing part 105 stores the respective frames of the moving image in a video plane 106 and a third synthesis part 110 synthesizes the synthetic still image and the respective frames of the moving image and outputs them to an output part 111.
