PROBLEM TO BE SOLVED: To precisely discriminate forms by preventing the deterioration of the judging precision due to the fluctuation of a picture at the time of discrimination of forms by using ruled lines being the essential characteristics of the forms. SOLUTION: A ruled line characteristics extracting part 102 calculates the proportion of the black pixel of a form to be judged, and adds the proportion of the black pixel for each block in order to extract ruled line characteristics. A rule line characteristics collating part 106 collates the ruled line characteristics with those which are already registered in a ruled line characteristics dictionary 104 in order to discriminate the forms. When the discrimination of the form cannot be judged by this process, a detailed judgment part 107 collates the picture data of a specific area with picture data (characters or the like) registered in a specific are a dictionary 105.
