The waste is graded and/or mixed to obtain a homogenous mixture (14) before introducing it into a chemical reactor (10). An aqueous solution is added to obtain a water content by weight of 50-90 parts water to 100 parts dry waste. A strong base is then added and the mixture undergoes an exothermic reaction and dehydration to obtain a dehydrated product with a basic pH. Independent claims are included for; (1) A device for carrying out the above process, with means of grading and/or mixing the waste to obtain a mixture (14), a chemical reactor (10), means (6, 9) of introducing an aqueous solution into the reactor, means (17) of supplying a basic product, means (12, 13) of grading and/or crushing the resulting mixture and means of storing the mixture in the presence of air during an oxidation period of one or more hours. The means of crushing is an endless screw with cutters. A recovery circuit (28) washes the gases (27) from the reaction and feeds the water back into the reactor. There are also means (16, 18) of supplying liquid and/or solid catalysts and reactants; and (2) The product formed by this process.
