PROBLEM TO BE SOLVED: To provide a transmitting and receiving system capable of indicating a partial picture being a part of picture constituting a pertinent picture among pictures provided from a transmitter and for collecting and utilizing the indicated information. SOLUTION: The system is provided with the transmitter for transmitting a partial picture identifier for identifying a picture and a partial picture constituting the picture, an operation device for indicating the partial picture, a receiver which stores the partial picture identifier in accordance with the indication of the operating device and transmitting indicated information consisting of the partial picture identifier to an information managing device, and the information managing device for storing and managing the transmitted indicated information.
