PROBLEM TO BE SOLVED: To solve a problem that a gain change occurs in a power amplifier when a bias voltage is changed corresponding to the output power level of the power amplifier. SOLUTION: A gain compensation control part 9 derives a gain change quantity on the basis of the bias voltage of a power amplifier 7 set on the basis of a desired output power level and on the basis of that gain change quantity, the control voltage of at least one of variable gain amplifiers 21, 3, 4 and 6 is derived. A variable gain amplifier gain control circuit 10 applies that control voltage to the variable gain amplifier and compensates the gain to in the power amplifier 7.
