PROBLEM TO BE SOLVED: To provide an image quality evaluation device that can attain objective discrimination for the effect of disturbance intruded to a sample device because inspectors discriminate it on a television screen but provide widely varied results. SOLUTION: A video section selection means 102 selects a noise of video image of a video signal generating section 101 and a synchronism detection means 107 detects a video vertical synchronizing signal and applies the synchronizing signal to a frequency analysis means 103. A 1st recording medium 104 and a 2nd recording medium 105 store time transit data of horizontal scanning lines of two images with and without disturbance. A comparison arithmetic means 106 synchronizes relative positions of both the horizontal scanning lines to select a specific period, entirely sums spectrum changes in the entire retrieval area on the basis of a spectrum denoting an averaged difference of the period, and obtains the absolute value and evaluates the image quality depending on the absolute value. A monochromic color signal is used for the video signal so as to simplify the measurement for the analysis of a video luminance noise.
