PROBLEM TO BE SOLVED: To provide a video compressing device with a step control mechanism for an adaptive band filter, by which the fluctuation of code generation is suppressed in the case of compression encoding processing and video quality is improved. SOLUTION: In the video compressing device (VCAp1), a band limiter (10) performs a filter processing in an input video signal (Sv) to generate a second video signal (Svbp) and a code generator (11) compresses and encodes the second video signal (Svbp) to generate encoding information (Ienc) expressing the states of an MPEG stream (Smpg) and compression encoding. A generated code amount control means (12) controls the generated code amount of the code generator (11) based on encoding information (Ienc), a filter calculator (13) calculates filter descriptor information (Df) concerning the band limiter (10) and a filter descriptor correcting unit (14) corrects filter descriptor information (Df). |
