PROBLEM TO BE SOLVED: To reliably insert a booklet in a locking claw provided on a case. SOLUTION: This booklet inserting device 1 comprises a suction pad 3 which takes out a highest booklet B from a loading station 2 with a plurality of booklets loaded thereon while sucking and bolding the highest booklet, a holding unit 4 of holding the booklet B taken out by the suction pad 3, and a moving unit to insert the booklet B in the locking claw 14 of the case 10 by moving the holding unit 4 to the case 10 side together with the booklet B held by the holding unit 4.
