PROBLEM TO BE SOLVED: To provide a greening retaining wall block capable of achieving excellent workability by constructing the retaining wall block for tree-planting on a retaining wall, and efficiently manufacture the block. SOLUTION: This greening retaining wall block 1 is composed of a block body 2 having a number of communication cavities formed to provide water permeation performance and gas ventilation performance, and having engagement parts 4, 5, 6 on an upper surface 2B and a lower surface 2A to be engaged with other block bodies laminated, and a recessed part 5 for vegetation formed on a front surface 2C, and a vegetation base mat 7 contained in the recessed part 5 in the block body 2. By disposing the vegetation base mat 7 in a block molding form, the vegetation base mat 7 can be integrally contained when the block body 2 is molded. The block body 2 is laminated in a masonry way to form the retaining wall.
